You need to change the safety valve and make sure the central one isn't blocked.

When the pot builds up pressure, does the counterweight valve release the steam at different speeds? That is, does the sound as the pressure escapes rise and fall?

The behaviour of the valves usually varies depending on the internal pressure, both the speed of rotation and the sound, but we're not sure whether this is what you mean.
